Per the California Code of Regulations, Title 24, Part 1, Sections 10-103.2 and 120.5(b), any required Mechanical Acceptance Tests (as identified in Sections 120.5(a) and 160.3(d)) must be performed by a Certified Mechanical Acceptance Test Technician (CMATT). The technician must be employed by a company that also employs a certified Mechanical Acceptance Test Employer (MATE).

Mechanical Acceptance Test Technicians (MATT) and Mechanical Acceptance Test Employers (MATE) certified through the NEMIC ATTCP are required to use the MechCheck website to submit all mechanical acceptance test forms.
Paper copies of the Mechanical Acceptance Test forms may still be required by the local Authority Having Jurisdiction (AHJ), general contractor, building owner, or installing mechanical contractor. Forms generated through the MechCheck website can be downloaded electronically and printed to meet specific project requirements.

All projects issued a valid mechanical permit are required to complete mechanical acceptance testing to verify compliance with the California Building Energy Efficiency Standards. The specific required tests are identified on the applicable Certificate of Compliance (NRCC) forms.
In general, all new or replacement HVAC systems in commercial buildings must have the required Mechanical Acceptance Tests performed by a Certified Mechanical Acceptance Test Technician (CMATT).
“Like-for-like” replacements are also subject to acceptance testing to confirm the systems are installed and operating in accordance with the Standards and the design intent.
