Program Overview
The County of Ventura and SMART Sheet Metal Workers’ Local Union No. 104 are partnering to help Clean Power Alliance customers in Ventura County upgrade to efficient heat pump HVAC systems through direct, point-of-sale rebates.
This program makes clean heating and cooling more affordable while ensuring that systems are installed by skilled and trained HVAC technicians through trusted high-road contractors.
This program is funded by Clean Power Alliance’s Innovation Fund, supporting local electrification projects through the CPA Energized Communities initiative.

How it works
1. Contact a Participating Contractor and Review Available Rebates
Choose a participating HVAC contractor that employs skilled and trained SMART Local Union No. 104 technicians and serves Ventura County. Your contractor can help you select qualifying equipment and review the rebates that may be available for your project.
Available rebates include:
Up to $2,500 for a qualifying central heat pump HVAC installation
Up to $650 for a qualifying one-zone mini-split system
$200 for each additional mini-split zone (up to 3 zones)
Up to $3,300 total per qualifying residence
Rebates may also be combined with other available incentives, including 3C-REN incentives, TECH Clean California incentives, and other rebates available at the time of installation.
Final eligibility, rebate amounts, and funding availability must be confirmed before installation.
2. Confirm Your Eligibility
Your contractor will verify that you qualify for the program by confirming:
You are a Clean Power Alliance (CPA) customer in Ventura County
Your project and equipment meet the program requirements
Program funding is still available
3. Have Your New Heat Pump Installed
Your qualifying heat pump system will be installed by skilled and trained SMART Local Union No. 104 technicians to help ensure quality workmanship, safety, and reliable performance.
4. Submit Your Rebate Application
Within 45 days of your installation completion date, submit:
Your completed rebate application
A detailed installation invoice
Your contractor will complete the required contractor sections before you submit your application.
5. Receive Your Rebate Upon Project Completion
Once your project and rebate application requirements are complete, your participating contractor will apply the approved rebate directly to your installation cost. This reduces the amount you pay and eliminates the need to wait for a reimbursement check.
6. Enjoy Efficient Heating and Cooling
Once your installation is complete, you'll enjoy energy-efficient heating and cooling installed by trained professionals, helping improve home comfort while supporting cleaner energy use.

To qualify, you must:
Be a Clean Power Alliance customer in Ventura County
Install a qualifying residential heat pump HVAC system
Use a participating contractor that employs skilled and trained Local 104 technicians
Meet all program and equipment requirements
Complete the project while program funding is available
Participating contractors employ technicians who have completed approved apprenticeship and industry training programs.
That means your heat pump will be installed by professionals who are trained in:

System performance and efficiency
Workplace and household safety
Proper equipment sizing and operation
Applicable licensing and industry requirements
